Title I Parent and Family Engagement Policy and Plan

Mark Twain Elementary

The Hannibal Public Schools Title I coordinator, Mark Twain Elementary principal,
Mark Twain Elementary Title I resource teachers and parents of Title I students
will assist in the formation of the school's Title I program policy and plan and the
process of school review and improvement.

The Hannibal Public School district has formulated a school-parent compact that
outlines how parents, the school staff and the students will share the responsibility
for improving student achievement. The compact:

  • Describes the means by which the school and parents will build and develop a partnership to help children achieve the State's high standards.
  • Describes the school's responsibility to provide high quality curriculum and instruction in a supportive and effective learning environment that enables Title I children to meet the State's student performance standards.
  • Addresses the importance of on-going communication between teachers and parents through parent-teacher conferences, frequent reports to parents on progress and reasonable access to staff and opportunities to observe in the child's classroom.
Parents will be informed in the Fall about Title I program and the Parent Involvement Policy and Plan. Program goals, operating procedures and services will be discussed as well as the parent's right to be involved. 

All parents of Title I students will be surveyed annually to get their view of program effectiveness and suggestions for improvement. 

Parent flyers will go home throughout the year. The flyers will provide information about program activities, suggestions for ways parents can assist their student with Communication Art activities at home and information related to scheduled meetings.

Title I resource teachers will be included in parent-teacher conferences. These conferences will be held on a flexible schedule. They will inform parents of program activities, student progress toward established objectives and overall program effectiveness. Parents of Title I students will be given progress reports quarterly and at other times as necessary.
